The film revolves around Hondo Harrelson, played by Samuel L. Jackson, who assembles a team for an elite Los Angeles police unit. The crew includes the eager Jim Street, tough-as-nails Deke Kay, and determined single mom Chris Sanchez. Their initial task seems simple enough: transport crime boss Alex Montel to prison. However, Montel's hefty bounty on his head leads a host of criminals to try and spring him loose. This sets the stage for a series of predictable action sequences, with the team facing various challenges and dilemmas that seem to both highlight their strengths and reveal their weaknesses.
